Art Competition Submissions
Each spring, the U.S. House of Representatives sponsors a high school art competition. Any high school student who is a constituent can fill out an application form and submit their artwork. The winner has their art displayed in the U.S. Capitol building for that year.
Congressional App Challenge
Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices.
Flag Request
American flags are available for purchase for special events, ceremonies, and celebrations. Upon request, we can have flags flown over the U.S. Capitol.
FY25 Community Project Funding Requests
Congressman Richard E. Neal has submitted funding requests for important community projects in Massachusetts’ First Congressional District to the House Appropriations Committee.

Help With A Federal Agency
If you can’t get an answer from a federal agency in a timely fashion, or if you feel you have been treated unfairly, our office may be able to help resolve a problem or get you the information you need.
Service Academy Nominations
I host an annual Academy Day to help interested students determine if an Academy or similar education path is something they would want to pursue.
Tour Request
If you are planning to visit Washington, D.C., our office can provide you with passes to see some of our nation’s historic buildings and landmarks.
