Community Project Funding
Each year, members of Congress are allowed to submit up to 15 Community Project Funding Requests to the House Appropriations Committee for possible inclusion in the federal government budget. Community Project Funding Requests, also known as “earmarks”, allows Members of Congress to provide greater input on how funding will be directed to specific state or local governments or eligible non-profit recipients.
The Community Project Funding process is highly competitive, open only to select entities as determined each year by the House Appropriations Committees, requires projects to meet eligibility requirements outlined by the House Appropriations Committee, and is primarily for projects in need of funding for capital expenses. Below are links to last year’s House Appropriations Committee guidance, which outlines all eligibility requirements for entities interested in receiving funding. The FY27 guidance has not yet been released, and all requirements are subject to change.
There is no guarantee that Community Project Funding requests submitted to our office will be selected for consideration by the House Appropriations Committee, nor does consideration by the House Appropriations Committee guarantee they will be funded.
Once our office’s submission deadline for FY27 Community Project Funding requests has passed, we will review all submitted projects to determine which will move forward in the process. For projects selected to advance, our office will follow up to request additional information required to formally submit the project to the House Appropriations Committee for review and potential inclusion in the federal budget.
Please note that the disbursement of Community Project Funding for approved projects is dependent upon congressional passage of the appropriations bills and the President’s signature. After enactment, each federal agency follows its own timeline for distributing funds, which may take several months. As a general estimate, it may take approximately 12 to 18 months from the time a project is submitted to our office until funding is disbursed by the federal agency, though timelines may vary.

1. Community Development Fund – Economic Development Initiative Projects
FY26 Guidance (for example purposes): During FY26, non-profits were not eligible applicants for Community Project Funding, and eligible projects included those related to: land or site acquisition, demolition or rehabilitation; blight removal; and construction and capital improvements of public facilities, except for “buildings used for the general conduct of government.”
2. Transit Infrastructure Projects

Program and Language Appropriations Requests
Separate from the Community Project Funding request process is the Program & Language Appropriations request process.
- PROGRAM REQUESTS
- A request to fund a specific program or activity in the bill at a specified level.
- Example: Provide $4,000,000,000 for the Low Income Home Energy Assistance Program.
- LANGUAGE REQUESTS
- A request to include specific bill or report language that does not direct funding to a particular entity but encourages, urges, or directs some type of action.
- Example: The Committee encourages the National Cancer Institute to support efforts to spread awareness on the rise of early onset colon cancer.
