Neal Highlights Qualifying Advanced Energy Project Tax Credit Program at Future Home of Sublime Systems

Today, Congressman Richard E. Neal joined Holyoke Mayor Joshua Garcia and Sublime Manager of Project Development and Community Relations Pat Beaudry to highlight the Qualifying Advanced Energy Project Tax Credit (48C) Program after Sublime Systems was named a recipient of the tax credit.

Established by the American Recovery and Reinvestment Act of 2009, the 48C credit was improved and expanded under the Inflation Reduction Act – legislation that was largely drafted in the Ways and Means Committee under Congressman Neal’s chairmanship. The tax credit supports investments in advanced energy projects, including clean energy manufacturing and recycling projects, industrial decarbonization projects, and critical materials projects.

“This is a big deal for the City of Holyoke, as the realization of reimagined manufacturing in the Paper City starts to take shape. Thanks to tax credits that were ushered through the Ways and Means Committee during my time as Chairman, Holyoke will soon reap the benefits of our historic legislative achievement,” said Congressman Neal. “Our position was clear from the start – these programs ought not to be punitive, but rather a means for communities across the country to reinvigorate their manufacturing sector. As a result, more than forty states will see funding in the form of tax credits under the 48C program. In Holyoke, that means the creation of more than 70 permanent jobs, not to mention the construction jobs this project will soon support.”

Founded in 2020, Sublime is leading a swift and massive transition to a clean cement manufacturing future. The company is working with the biggest names in innovation to sell Sublime Cement® that will be produced at its first commercial facility in Holyoke. The facility is targeted to open in 2027/2028.

“This recent round of 48C tax credit allocations by the IRS and Department of Energy is great news for Holyoke and communities like it across the country hungry to return to past domestic manufacturing glory – now with some of the most advanced technologies the world has ever known,” said Sublime Manager of Project Development and Community Relations Pat Beaudry. “Future Holyoke Sublime plant workers are fortunate to have in Congressman Neal, a true jobs champion that knows how to turn tax policy into real economic opportunity for American workers. Sublime Systems is grateful for this strategic federal support for our advanced manufacturing project here in Holyoke, made possible in large part by the Ways and Means Committee under his leadership.”

“I have long been a champion of utilizing the tax code to effect real change in our local economies. The Sublime Systems story exemplifies what that looks like,” continued Congressman Neal. “I take great satisfaction knowing that communities in my district, including Holyoke, will greatly benefit from our work in the Ways and Means Committee.”

Sublime Systems was one of approximately 250 projects selected by the Internal Revenue Service and the U.S. Department of Energy’s Office of Manufacturing & Energy Supply Chains, totaling more than $10 billion in federal tax credits.
