(As prepared for delivery) Thank you, Mr. Chairman. In 2017, Republicans passed a tax law that was supposed to pay for itself, raise wages, and help working families. None of that happened. Instead, it exploded the deficit, worsened inequality, and left everyday Americans behind. Now they want to double down on the same failed playbook. One that rigs the system for billionaires and big corporations while everyone else pays the price. Let’s be clear: the Trump economy didn’t work for families then and it won’t work now. All we’ve seen is chaos. No real trade deals. No lower prices. No economic stability. What we have seen are empty ports, anxious markets, and rising costs—while Trump blames everyone but himself. This legislation pours gasoline on a fire that’s already burning. Americans are buckling under chaos Republicans helped create. And this bill would make it worse. No wonder a strong majority of Americans believe it could trigger a recession. They’re right. This isn’t about growth or prosperity. It’s about protecting the ultra-wealthy—again. Nearly 70 percent of the benefits of this bill goes to the top 20 percent. And that’s before Trump’s Tariff Tax takes $2,800 out of your household budget each year and the Republican gutting of health care leaves another massive hole in your wallet. That’s not a tax plan—it’s a wealth grab. And while the richest Americans rake in piles of cash in tax breaks, Republicans want to gut over a trillion dollars from the Affordable Care Act, Medicare, Medicaid and SNAP. This bill is the greatest loss of health care in our history. According to the nonpartisan Congressional Budget Office, 14 millions will lose health coverage. That’s not fiscal responsibility—it’s cruelty masquerading as policy. Let’s talk about what that means:
And what are Republicans offering in exchange for this pain? The same tired promises of growth and job creation—promises the CBO says are false. In fact, extending the Tax Scam would slow the economy, not grow it. Meanwhile, families are asking for real relief: lower prices, affordable health care, child care support, a real paid leave policy. But instead, they’re getting tariffs that raise costs—and handouts for billionaires. It doesn’t have to be this way. Republicans could have chosen to lower costs for families. They could have extended the expanded Child Tax Credit that cut child poverty in half. They could have made ACA subsidies permanent. They could have made meaningful progress with long-term care or housing. Instead, they chose another nearly $2 trillion giveaway to the rich. And when they start talking about the deficit, don’t forget: Republicans already added $10 trillion to the national debt through unpaid-for tax cuts. And they’ll use this new hole as an excuse to come for Medicare, Medicaid, and Social Security next. It’s the same cynical pattern: blow up the budget, then gut the programs people rely on. The American people deserve better. They deserve a tax system that rewards work—not just wealth. They deserve peace of mind—not fear that their care or retirement will be stripped away. They deserve leaders who invest in their future—not gamble it on trickle-down lies. Democrats are fighting for that future—with an agenda that lowers costs, strengthens the middle class, and restores fairness to the tax code. That’s what we delivered: millions of new jobs, lower health care costs, and real investment in American manufacturing. So what’s the cost of a billionaire tax cut?
