Neal Statement on Signing of USMCA Implementing Legislation

January 29, 2020
Press Release

WASHINGTON, DC – Today, Ways and Means Committee Chairman Rep. Richard E. Neal (D-MA) released the following statement after President Trump signed the United States-Mexico-Canada Agreement’s (USMCA) implementing legislation:

“House Democrats are the reason President Trump had a USMCA signing ceremony today. Perhaps we were not invited to today’s event on the South Lawn because our presence would be a prominent reminder of our critical leadership in achieving this deal. When the Trump Administration sent the original USMCA to the House, it was dead on arrival. Only due to Democrats’ tough negotiations did the deal become viable. We secured stronger provisions for workers; bolder protections for the environment; real funding to implement the labor and environment provisions; and the best enforcement mechanisms ever seen in a U.S. trade deal. We also made sure to preserve Congress’s freedom to bring down U.S. drug prices.

“It was this reimagined deal that earned Democrats’ votes and labor’s support. Without House Democrats’ improvements, the future for our economy, workers, patients, and environment would be much, much dimmer.”
